China-ASEAN Information Harbor Digital Silk Road Industry Cooperation Forum is Held with Complete Success
On November 25, 2020, China-ASEAN Information Harbor Digital Silk Road Industry Cooperation Forum was successfully held in Nanning, China. It is guided by the People’s Government of Guangxi and jointly sponsored by the Development and Reform Commission of Guangxi, Cyberspace Administration of Guangxi, ASEAN-China Centre, China-ASEAN Information Harbor Co., Ltd. and Digital Guangxi Group Co., Ltd.
On November 25, 2020, China-ASEAN Information Harbor Digital Silk Road Industry Cooperation Forum was successfully held in Nanning, China. It is guided by the People’s Government of Guangxi and jointly sponsored by the Development and Reform Commission of Guangxi, Cyberspace Administration of Guangxi, ASEAN-China Centre, China-ASEAN Information Harbor Co., Ltd. and Digital Guangxi Group Co., Ltd.
As one of the sub-forums of the 4th China-ASEAN Information Harbor Forum, this Forum, with Digital Silk Road, The Road Ahead as the theme, focuses on fostering new industries and models of the digital economy. We invited senior officials, renowned entrepreneurs and leading experts from China and the ASEAN countries in digital economic field, to share wisdoms and have discussion on the latest development trends and business opportunities in digital economy industry. Meanwhile, we also built platforms for win-win cooperation, published new technologies and achievements in digital silk road, smart city and digital Guangxi construction and launched China-ASEAN Big Data Trading Industry Alliance, so as to advance industrial and digital silk road cooperation between China and the ASEAN countries, thus to forge a new driving force for bilateral digital economic development. Over 150 participants joined us at the forum.
The forum consists of 5 parts: 1. Leaders deliver opening addresses. 2. Launching ceremony of China-ASEAN Big Data Trading Industry Alliance. 3. ASEAN government officials deliver speeches. 4. Invited guests in digital economy field deliver speeches. 5. Publishing products and services.H.E. The forum was presided by Mr. Nong Bing, Vice Director General of the Development and Reform Commission of Guangxi, Director General of the Department of Energy of Guangxi.

Mr. Nong Bing, Vice Director General of the Development and Reform Commission of Guangxi, Director General of the Department of Energy of Guangxi.
H.E. Liu Hongwu said in his speech that digital economy has become a new driving force for global economic growth amid the new wave of technological and industrial revolution. In addition, the construction of digital silk road has also injected new impetus for BRI and cyberspace cooperation. In recent years, based on China-ASEAN Information Harbor project, Guangxi yielded fruitful outcomes in advancing digital silk road construction. Guangxi stands ready to work with the ASAEN countries to accelerate the building of a wider, broader and deeper Internet economy under the China-ASEAN FTA and RCEP framework so as to chart a new path on digital silk road construction and BRI.
H.E. Dino Rachmadiana Kusnadi, Minister, Deputy Chief of Mission - Indonesian Embassy in Beijing delivered an opening address
H.E. Dino Rachmadiana Kusnadi said in his speech that the official inking of the RCEP will bring tremendous hope for the ASEAN countries to rise above the economic and social difficulties due to COVID-19 pandemic, and that China and ASEAN will conduct more cooperation in digital economic field in the near future.
H.E. Gloria Macapagal Arroyo, Former President of the Philippines
H.E. Gloria Macapagal Arroyo delivered an online speech in which she pointed out that the development of digital infrastructure and technology will have a huge impact on the Philippines and there will be plenty of opportunities for China and the Philippines to cooperate in these aspects.
Mr. Guo Chuanwei, Trade and Investment Director of ASEAN-China Centre
On behalf of the Secretary General Mr. Chen Dehai, Mr. Guo Chuanwei delivered a speech to congratulate the successful convening of the forum. He also stressed that ASEAN-China Centre will continue to promote cooperation between China and ASEAN in such areas as smart city, AI and big data etc., laying a solid foundation for the building of China-ASEAN community with shared future.
Mr. Shen Changxiang, Academician of the Chinese Academy of Engineering (CAE)
Mr. Shen Changxiang delivered a speech themed “Guarantee the High Quality and Healthy Development of Digital Economy by Using Trusted Active Immunization Calculation”. He stressed the importance of building an active Internet security safeguard system and elaborated on the concept and functions of Trusted Active Immunization Calculation model.
Mr. Huang Qifan, Guest Professor of Fudan University, Academic Adviser of China Finance 40 Forum and Former Mayor of Chongqing Municipality, China
Mr. Huang Qifan said in his online speech that to develop the digital economy, we need to develop a new type of digitalized production relations, and that all parties concerned should accelerate opening up in digital economic field and actively explore new trade rules in digital trade. He also pointed out that Guangxi has built basic capabilities in digital economy and should further improve the business environment and form digital industry cluster with international competitiveness at an early date.
Mr. Deng Zhongliang, Academician of the China Science Center of International Eurasian Academy of Sciences (IEAS), Professor of the Beijing University of Posts and Telecommunications (BUPT)
Mr. Deng Zhongliang delivered a speech themed “Beidou Navigation+5G Integration”, pointing out many opportunities brought about by the integration between telecommunication and navigation, as well as between Beidou navigation system and 5G network. He also introduced the application of emerging technologies in IoT, smart navigation, bionic communication location navigation, etc.
Part Two: Launching Ceremony of China-ASEAN Big Data Trading Industry Alliance
On the basis of “voluntary, equality, mutual benefit and cooperation”, the Beibu Gulf Big Data Trading Center associated with other businesses and organizations at home and abroad and jointly launched the China-ASEAN Big Data Trading Industry Alliance, which covers data collection, storage, calculation, cleaning, analysis, consultation, display and application. It aims to build an all-around industrial chain data trading ecology serving China and ASEAN.
Representatives from China, Indonesia, Lao PDR and Vietnam launched the alliance together.

H.E. Mira Tayyiba, Expert Staff in Digital Transformation, Creativity and Human Resources at the Coordinating Ministry for Economic Affairs of the Republic of Indonesia
H.E. Mira Tayyiba said in her speech that COVID-19 has had a huge impact on digital transformation since it accelerated the digital transformation of Indonesian MSMEs, and now digital infrastructure and services have become the basic necessities of people's lives. In addition, Indonesia wishes to achieve win-win development of the digital economy with all parties.
Mr. Keovisouk Solaphom, Director General of the Lao National Internet Center (LANIC)
Mr. Keovisouk Solaphom said in his online speech that Lao Government has approved the Lao Digital Economy Master Plan 2021-2025 in this September, and will increase input in digital infrastructure and digital government, committing to transforming Lao PDR from a digitally land-locked country to a land-link country.

DATUK WIRA DR HJ. RAIS HUSSIN MOHAMED ARIFF pointed out that an increasing number of Chinese tech giants and digital companies are conducting mutually beneficial cooperation with Malaysian counterparts. And he hoped that more in-depth cooperation will be carried out in the fields of AI and technical talents.

Mr. Zhou Ming pointed out in his speech that the integrated construction of Digital Guangxi and China-ASEAN Information Harbor is unshakable. At present, digital infrastructure capacity of Guangxi is improved constantly with industrial concentration in digital economic field gradually taking shape. The development pattern of "one base, one center, one pillar and two clusters" of the China-ASEAN Information Harbor as well as the industrial concentration have been gradually formed.

Mr. Lu Dongliang, delivered a speech titled “To Advance Digital Silk Road with Practical Industrial Cooperation”. Mr. Lu first introduced early-harvested outcomes in Digital Silk Road building including information infrastructure, anti-pandemic platform, CAIH-STOR intelligent storage system, cloud computing center and so on. Then he pointed out that the cooperation fields in Digital Silk Road has been further expanded. Working closely with its partners in the internet+ ecosystem, CAIH has strengthened practical cooperation with ASEAN countries in communication route construction, forming ecosystem of digital industrialization and sharing fruits in industrial digitalization. In addition, diverse cooperation models including business cooperation, capital operation cooperation, joint technical R&D and talent cultivation have been conducted. Going forward, CAIH will work together with its partners to promote industry cooperation, and jointly write a new chapter of building the China-ASAEN Digital Silk Road.

Ms. Han Han released the CAIH-STOR intelligent storage system, a high-end storage product designed, developed and manufactured by CAIH. It aims to serve big data center business in China and ASEAN countries.
